I have reached level 10 with all of the classes but still cant access the arena.

Its probably because i havent unlocked Ilidian and reached level 10 with it yet but thats impossible now.

Is this intended or a bug?

You hit the nail on the head. As explained in this new article on our support website, it's a temporary issue while we're in this in-between period before the Demon Hunter class is available. Sorry for the inconvenience!

Just FYI, i believe the dates of DH class release in that article is wrong. The DH prologue is on April 2nd but DH class isn't unlocked until April 7th. (This is according to Celestalon)
