I was able to get ahold of a GM through ‘account charges’. They have verified me as the actual owner of the account and said that my account was ‘heavily hacked’ and are working to restore it now.

Please visit our support website to open a ticket. You do not need to login and you can still submit a ticket even if the email address has been changed.

Keep in mind, that if the email address was changed then you will not know what the current email address on the Blizzard account is. You'll want to select that option when the website prompts you to provide an email. It'll be a text link under the email field that says "I don't know my Blizzard account email."
