I agree.

There are a lot of Heroes in this game with a lot of talents that could use improving. We can only do so much each patch due to both the workload as well as not wanting to disrupt the game too much at once.

In regards for Zagara specifically, I already had a lot of changes coming in the recent balance patch with her, and couldn't think of suitable Level 20 upgrades in time for the patch, so we decided to leave things as-is for now rather than wait and not push the changes that we had.

Keep the threads coming though! Well-reasoned posts for talents or tiers that could be better help us determine which changes to make in the future.
