I was able to load up BlizzCon.com on my phone and watch the BlizzConline Pre-Show video featured on the front page right now.

Ok, so I received some more info I can share:

In addition to being viewable on BlizzCon.com, you should also be able to access it on other streaming platforms we’re partnering with and who provide mobile viewing experiences (like YouTube and Twitch).

I expect more details will be coming about where/how you can watch once we get closer so keep an eye out for more updates later

There is! However, the last update I received was that it is not being used for BlizzConline.
