It is not really a bug, it is rather bad design choice.
It would be nice if the weighted pustule effect could be untied from the slow. Murky's Slime and Jaina's Frostbite do not disappear even if their associated slows are cleansed, and they can both be applied to Deathwing, why should it not be the same for weighted pustule?
The weighted pustule effect being tied to the slow, and removed together with it, makes it impossible to use Targeted Excision, Virulent Reaction, and Poppin' Pustules once the slow is removed. For instance, this makes all 3 of these talents almost unusable against an Ana with Purifying Darts, since every Q will remove the weighted pustule, since it is tied to the slow. The talents are also completely useless against Deathwing, but at least not the rest of his team.
In my opinion, it would be much better design to have weighted pustule separated into:
Slow applied on hit
Pustule (purple indicator) than can be detonated with Bio-Kill Switch, such that it also interact with the talents mentioned above.
Imagine how Jaina would feel if her bonus damage from Frostbite got removed by every Ana dart after Purifying Darts. That is how Stukov feels, and I do not think there is a good reason that there should be such a big disadvantage of playing Stukov vs. Ana.

Good response. This is a weird case of an interaction that exists somewhere between a bug and a design call. I remember being perturbed during Stukov's development that he removes his own Weighted Pustule with Massive Shove, but that was the call we made at the time.
I've made a note to look into this interaction, and i'll see what we can do. Thanks for the report!
