Cant install any battlenet game, its stuck

After an fresh windows installation i cant install any battlenet game and i cant submit a ticket in the technical support page that is giving errors

If you’re not able to access the web page even, this could suggest a misconfiguration issue when setting up your new install.
If windows is on one drive, and battlenet was on another, and you’re trying to run battlenet, reinstall battlenet. Otherwise please see:
