Returning players would not be eligible to purchase The Complete Collection. This version of the game is for brand new accounts and includes 30 days of game time to get them started.

If you're a returning player with a World of Warcraft account that has purchased an expansion, or had game time in the past then you would need to buy Battle for Azeroth separately. Then your World of Warcraft account would be eligible to pre-order Shadowlands.
