[SoD] Unable to acquire Icy Veins Rune

Hello,
I just turned in my 10th book to Garion Wendell and received the prompt to learn the icy veins rune engraving. I was unable to click complete, the button seemed unresponsive. I moved away from librarian Wendell and the prompt disappeared. I am now unable to interact with him and I do NOT have the Icy Veins rune engraving in my list of runes.
I went ahead and turned in an 11th book to Garion which I was able to do but it did not prompt the Friend of the Library quest. It seems I am now locked out of the Icy Veins Rune on this character!
Please help!
