I'm not sure I understand the problem. All players are provided with one free Character Transfer and can transfer across any non-Chinese regions. For example, you may transfer from a North American Server to a European Server. For more information, see this blog I wrote on Character Transfer. Hopefully it helps :)

I wrote to Blizzard support as well and they confirmed it's not possible.

After carefully investigating you case, we are really sorry to inform you that it is not possible to transfer character to another server which does not allo and we can not bypass this criteria.

FuenteAlso, there's quite a few elements that may block you from completing a Character Transfer. Take a look at the blog I linked previously to see if your character is eligible for a Character Transfer in the first place.
