Lunara doesn't have quests? o_O
Beg_For_MercyQuests aren't always a good thing. Take Ana for example. She used to have only quest talents at level 1 and that forced her to waste spells to get quest stacks instead of use her abilities at the right moments to create kill opportunities. You shouldn't want to force a quest on a hero just because they don't have one.
As for actually designing a quest for Lunara, there isn't really anything exciting and unique to give her. Malthael already has a "poison a buncha dudes for X seconds" quest and Valla already has an "auto attack a billion times" quest. Assuming Blizzard doesn't want to make quest talents too similar to each other, what are we left with? Reveal 10 dudes with a wisp? Hit your Q 15 times? What would these quests offer that would be better than the talents she has now?
I honestly like Lunara where she is now. Instead of an early quest talent that scales into giving her damage she has mid game and late game damaging talents while her early game talents are mostly utility. Getting to 7 and 16 for damage talents IS Lunara's quest in a sense, and in the meantime she can make meaningful utility choices like reveal vs sentinel wisp, healing vs PvE. A quest would do nothing but disrupt the flow of an already functional talent tree.
FuenteWe could easily add quests to her talent tree, but, as others have mentioned, I don't believe quests are the best thing all the time for every hero. There are quite a few other heroes without quests such as Anduin, Deathwing, and Sgt. Hammer to name a few.
Generally, if there's a cool quest idea that fits with the character, then we're willing to push forward and add it. However, we don't believe that it's a necessity that every hero in the game have quest talents.

While the idea of giving Samuro a quest through his clones is cool, i personally feel like the current iteration of it is more of a chore that instead of encouraging or rewarding good play/correct ability usage, ends up mostly punishing enemies that ignore Clones for too long, while the lack of direct control over them can make the act of trying to get them to stick on an enemy more frustrating than it really needs to be.
It also has issues like giving an incredibly generic reward in the form of damage which already competes with another similar damage talent.
This talent was the single talent I was sure would receive substatncial changes when Samuro's rework hit, but given I was wrong, I'm curious to see how the dev team's own opinion diverges from mine.

Samuro had bigger fish to fry than that quest when it came to his rework, and the quest was picked often enough and was working well enough at the time. During the rework I tried to find ways to give Mirrored Steel's bonus as its quest reward instead of just damage since that would fit the theme of buffing illusions in an interesting way, but couldn't find a good way to make it work with the rest of the tree.
I don't think it's the best quest in the world based on the reasons that you gave, but it's also not the worst. At this point we've spent a lot of time on Samuro recently, so in the near future I'd rather spend the time on other heroes who need the help.
Even so, I wouldn't be surprised if it was changed one day.
