If I pay 20 bucks for the basic one, will I have to pay 40 more dollars for the second tier?

No, you are paying the difference between each. So if you were to purchase the Essentials Pack at USD $19.99 and wanted to upgrade to the Heroic Pack you’d just be paying another $20. If you want to go from the Heroic Pack to the Epic pack you’d pay another $20 for a total of USD $59.99.
