New PTR Datamine: Power Hungry has been cut. RIP Tornadoes?

Standard Disclaimer: Datamined patch notes do not always tell the full picture. In this case many of the new legendary powers were prototyped without random ranges which are now datamined as having been reduced by some small amount. In many cases what's happening is we put in the power with a fixed value, but legendary items often have a random range. So for example Girdle of Giants was 100% damage to Earthquake and now it's [80-100]%. It wasn't nerfed 80% it just had a random range put on what it can roll.
The Momentum change is a mistake and will be reverted next PTR patch.
Starfire caps out at 60% at 40 yards. This cap has always been in place but not reflected in the tooltip. We'll get that added to the tooltip
Power Hungry was changed because we wanted to add a complement to Audacity that favored a ranged playstyle. We chose Power Hungry because it is one of the least used Wizard skills. As many people have already noted Power Hungry is not used by top-tier wizards. We a side note, we also chose Power Hungry for the new "Audacity-complement" power because of it's position in the passive list. When new players come into the game (and new players are constantly coming into D3 every day) we like that the first 2 skills to choose from are Blur (a defensive passive) and the new Power Hungry (offensive passive that reinforces a ranged Wizard playstyle).
The updated PTR patchnotes should be available soon to help reconcile datamined patch notes from changes that happen under the hood.
