Latancy issues from Greece
Hey,for the past 3 week i have been having latency issues.My normal ms is 60-70 but sometimes it randomly goes up to 95-120.I talked with the blizzard support and they found out that the problem is caused by a routing in Paris France.Here are the WinMTR mesurements:

Looking into the WinMTR results that you posted, there doesn’t appear to be an issue there, it is a bit spiky, but your average is pretty good.
Can you let the WinMTR run for longer? Ideally for around 15 minutes or more, while you are playing.

To help fix high latency in Overwatch I would recommend that you try these steps.
They should help fix the issue, but if you continue to have problems with your connection you can always reply back to this thread with the results of a WinMTR test attached via Pastebin so we can further investigate this.
